Im zweiten Halbjahr 1919 stiftete "Oberst" (auch "General") Pawel Michailowitsch "Fürst" Bermondt-Awaloff (1877-1974), Führer der Freiwilligen (deutsch-russischen) Westrussischen Befreiungsarmee, auf Vorschlag des Vorsitzenden des Soldaten-Siedlungs-Verbandes Kurland, Karl Freiherr von Manteuffel die Erinnerungsmedaille, die bis 1923 in unbekannter Zahl verliehen wurde.
